Actually it usually a couple of months before the actual official release in September because Apple wants to make sure it's somewhat ready when the newest iPhones are released.

If you allow it in Settings, a badge will appear on the Settings Icon when there is a Software Update. Clicking on it shows an update is available. You can initiate the download from this screen
