Iphone3gs activation issue?

I had an iphone3gs(iOS 4.1) that was unlocked and jailbroken using cydia. Recently I availed AT&T iPhone Unlocking Service. Subsequently i received how to Complete Your Authorized iPhone Unlock message from AT&T. I started restoring iphone using itunes.Since the restoration process the iphone turned on & asked me to complete following steps like set Lanuage and country,then i tried to connect it to itunes to get activated but couldn't and received following message Your iPhone could not be activated because the activation server is temporarily unavailable also a iccid error message.

Is there a SIM in there? And did you get the unlock from AT&T directly.

Yes it has unlocked directly from AT&T....yes there is SIM...

Make sure that your SIM has service. Or, try inserting an active SIM from another carrier.
