Please does any one know a way of getting 4s theme with out jailbreaking. Is there any kind of software. Please update on it

The only way to make any changes to an iPhone w/o Jailbreaking... is if you have a Developer acct. (gives your root access to your iOS) w/ Apple that's $99/year USD. Other than that... Jailbreaking is your only option for themes and customization.

Okis thankx buddy but yet there isnt any jailbreak available for the ios 6.0.1 yeah.. How can i get the developers act what u mentioned over there

It's a $99 annual fee that allows you basically "full" access to your iPhone, meaning all the good stuff like the core system files and yaddiyaddah

I've seen this site but I really don't know how to buy that 99$ fee ..

It works on any Apple device. Literally every one of them can be used some way with a developer account. You can buy it on the site that Justin posted above. Or you can just Google "Apple developer account".
