iPhone 4 and wifi problem

I am keeping vigil with mother in law at hospital. My new iPad, and my wife's iPhone 4 have 2 to 3 bars for the hospital's public wifi. My iPhone only has1 and keeps going back to 3G. I have reset networks settings and did a hard reset. I would welcome any other tips. Help? Thanks
