Iphone 4 activating without original sim

Hi Guys

I brought a phone off a friend from sweedon and the phone broke, so i went into apple and they replaced it, however, it has a block on it as i need a sweedish sim.. which i can't get. I have tried the phonebook sim but that doesn't work. Is there a way, where i don't have to buy software off the internet.. could be dodgy?
