On iMessage what does the bubble with 3 dots mean. The other party is reading message or replying to message??

Currently typing. That's what it means.

And delivered means sent or read

Only if the person receiving had the read option highlighted. So sent yes read, possibly yes too depending on their choice to tell you they've read it.
