The only way to unlock an iPhone 4 on 6.1.3 is through a carrier or IMEI remote unlock.

You can use interposers to unlock your device assuming your device is a GSM iPhone 4. It also has a restriction for iOS and baseband combinations whereas carrier/IMEI unlocks work for any iOS and any baseband, and you can upgrade or downgrade your iOS as many times as you want, and the unlock is permanent. If you upgrade your iOS, your interposer may or may not work

My iphone gsm,,, I will try to jailbreak and downgrade....whether it is possible to unlock the network bro ??

You can't downgrade the baseband if that's what you mean. GSM carriers don't charge that much if at all for a carrier unlock. Give them a call or go to a store and ask about unlocking your phone.
