Hospital wifi not connecting, cell data not working

I've noticed that when I accessed a hospital guest WiFi that I can't make a connection to download a book to read during treatment.
I think that the phone would use cell data when this occurred in the past.

Is this correct?

If so, could someone tell me how to set up this option?

Welcome to iPhone Forums!

Go to the Settings app, select Cellular Data or Mobile Data, whichever you find there. There, scroll down to Mobile Data. You’ll find apps and services using cellular data when you’re not connected to Wi-Fi. Search for the app you use for downloading books. I suppose it’s disabled, so enable it.

Cell phone use in a hospital can be problematic and sometimes restricted for medical reasons. Can’t you download what you want to read before you get to the hospital?

Exactly this. I have this problem in hospitals all the time. I either read a book already downloaded or listen to music with transparency mode activated to hear my name on my AirPods Pro.
 
Some places allow use of wifi for everything but downloads. That may be restricted. McDonald's used to do that. I could read emails, do Facebook, etc, but couldn't download anything.
