Horizontal line on IPhone 3GS Display

Hello,

Couple of days back, while trying to charge my IPhone 3GS (as usual with my PC), a horizontal broad line is visible on the display.
I swithced if off many times, but still it is visible.

Is the line always visible... or only when you're charging?
