Absolutely not / however I contacted the owner through medical alert and they do not want phone of anything to do with it .

I’m afraid that you’ll be stuck with a non-operational iPhone in that case.

What do you mean by "owner lock"? The Apple ID, or the passcode to open the iPhone? Regardless, if the owner is not willing to help, then there's nothing you can do. You would need the owners Apple ID, and Apple will not help you.
