The IMEI number tells which device you own. It doesn't help finding out the seller, nor does it show the iCloud information of the previous owner.
If it's locked to an iCloud acount, you won't able to use it, unless you contact the former owner, and ask him to remove the device from his iCloud ID. Here's what has to be done by the previous owner:
iCloud: Remove your device from Find My iPhone
And one more important information:
There are lots of sites, promising they will remove Activation Lock from an iDevice. That is NOT possible. These sites are scam. Removing the iCloud ID from an iDevice without causing any damage to the device is not possible.
