Do I have access to my photos on iCloud library only when I am online?
If I upload photos to iCloud library, am I able to access them only when I am online? Or is there a feature that allows me to synch my phone with iCloud library so that whatever photos are on iCloud library remain on all of my Apple devices regardless of whether I am connected to the Internet?
 
iCloud Photo Library is meant to sync photos between your devices. This means you can see the images on all your iPhones, iPads, Macs, ..., also on your computer (if you set it up there). If you want to see them online, go to www.icloud.com on a computer, and login. You'll find a Photos folder, where you'll see all the photos on your Apple devices.

If you remove one of the images from one of your devices, or from iCloud online, it will also be deleted everywhere else. You can't use iCloud Photo Library as storage for your images.
