You can only use facetime on 3G if your phone is jailbroken (there is a 3G unrestrictor tweak). But no jailbreak for 4s yet.

Actually it still is not clear. After re-reading all the posts here it appears you HAVE to jailbreak your phone to use facetime on 3g...is that correct?
I do not want to jailbreak my phone...Tango seems invasive...what other options are there? Whats the point of having a video chat that can only be used on wifi or void my warranty by jailbreaking...? Perhaps I am making too big of a deal on jailbreaking? Is it even worth it?

I was under the impression you had to use FaceTime over wifi... Idk, my phone is jailbroke and I never tried using ft until after bc I turned my phone into a wifi hotspot.

I jailbroke my phone. There are a few options from cydia to turn your iPhone into a wifi hotspot. The best ones are the ones you have to pay for, but they do have free wifi you can DL.
If you did jb your phone and found the wifi hotspot. Make sure it is off when you are not using it an the "hide teether" is on... Always on!!!
