Background app refresh - for content or everything?

Is Background App Refresh in iOS 9 only for updating app content in the background, or for anything related to background tasks?

it says "With Background App Refresh, suspended apps can check for updates and new content."

I read this extensive chapter on background execution:

But I'm not sure if it's related. E.g. I have plenty of apps that work in the background even if they don't have Background App Refresh switched on (some even don't appear in that section of Settings), so it's sort of confusing. For now I still keep Skype "on" - because I'm not sure a call would continue when I put the app to background for any reason. Runkeeper also now works (again) without background app refresh enabled, but for some time, it wouldn't work without it.
