ATT Phone on O2 network in UK

Gents,

one of our company execs is going to be traveling back and forth to the UK a lot. Can his iPhone 5s be unlocked and used on both ATT and O2? Or does he have to buy one in the UK and unlock it to use on ATT?

One of the requirements is that the phone be paid in full before they will unlock it. I have an unlocked iphone 4 that i used in china, but the phone is off contract
