Apps that only work on the new iOS 8

I understand the Iphone 4 will not be able to upgrade to the iOS 8 platform. That is the version required if I want to download the Pandora app, Plex was another one. Is there a way to just get an older version of Pandora and or Plex on my phone?

Not unless you previously downloaded those apps and they are in your App Store purchase history. If so, try downloading them from there. Some app developers support the downloading of older versions of their apps on devices that can't be updated to the latest version of iOS. You'll then see a pop up that says the app requires a newer version of iOS but you can download the latest compatible version.
