Is there any tweak available for JB phones, which would make it possible to connect to cellular data on demand (preferably via a toggle, like wifi)? Or maybe even bring up a prompt / dialox box whenever you're not connected anywhere and you launch an app that needs internet access (kind of like on older Nokia phones)?

You could just go to Settings>Cellular>Cellular Data and turn off cellular data, turning it on only when needed.

By default this. For further ease of access, you can try Notification Center Settings (NCSettings). It has different toggles that you can tap on to toggle on/off anything that NCSettings supports, which includes Flashlight, Wifi, BT, Data, Locations, etc. Considering how you can access notifications center anywhere (or almost anywhere), it easier to toggle on and off without fully interrupting what you're doing if necessary

Thanks. I'll use the Settings "app" until we get JB on 7 (where for some reason Apple "forgot" the GPS and cellular-data toggles anyhow...). As for iOS6, I use SBSettings -- is the right toggle "3G" or "Data"?

3G or Data would work. As long as it's cellular, it's fine. For older devices, 3G would often times be defaulted. For the 5 and iPad 4 and above, Data would be defaulted since they have 4G capabilities.

And Apple is reluctant to put the data and gps toggles in CC because if a device is stolen, the person can turn off Data making it impossible to track the device. Sure you can activate lost mode but it's always best to get the device back in one piece

As for the apps that are allowed to use cellular data... do they all get listed in "Settings .. Cellular .. Use cellular data for:" (plus the part for the app store under "iTunes & App Store ... Use Cellular Data"), or can they sneak around these two to use cellular data?

By default the Settings.app > Cellular > Use Cellular Data, would moderate data usage from apps. The iTunes & AppStore portion on is only for downloading/updating apps on Cellular, and does not affect functionality of apps.
