4S will not turn off unless charging

I have been experience some power issues with my 4S running IOS7. I saw some possible solutions on this forum which I will try. But one problem I am also having that I did not see posted is that my phone will only stay shut down when charging. If it is unplugged and I shut it down, it restarts. I have done a hard re-set, backup and restore and new battery. If anyone has any ideas, I would appreciate it. Thanks

When you say shut down, do you mean press the sleep button (top of phone) until you see the "slide to power off" slider and then sliding your finger across the slider?
