JailbreakMe should work on 3.1.3. Open up Jailbreakme.com in Safari on your device, and slide the slider.

Problem is that the phone is the american version ATT as I've updated it only allows me to make emergency calls whilst showing Apple USB Cable and Itunes icon.

Perform a fresh restore of the device and you can use either RedSn0w 0.9.6 or JailbreakMe to jailbreak. Assuming you can actually activate the device. JailbreakMe is easier. If not, you'll need to use RedSn0w to hacktivate the device.

The 2G did not see that much action in the jailbreaking community at the time. The 3G was where jailbreaking first sparked really.

Fresh restores can be done by clicking on the restore button in iTunes. Make sure you backup your device prior to doing so.

When you're on a fresh copy of iOS 3.1.3, open up Safari on your phone directly, enter jailbreakme.com, and slide the slider. The jailbreaking portion is by far the easiest since it's just a simple slide and finish
