I don't know how the uk system works, but in the usa if the phone was on a contract and is now out of contract with att i was able to call att and have them unlock it. Either that or you jailbreak it

Blocked devices equate to lost/stolen devices. You will not receive any assistance with regard to lost/stolen devices here on iPhoneForums. Regardless of which position you're in with respect to ownership of the device.
