Do you mean that if the screen is off, touching it will turn it on? If so, this is not how the touch screen is supposed to work.

Yes. I went to Verizon and they won't do anything

Have you tried the Genius Bar at an Apple Store? They'll be better equipped to help you than Verizon.

I fixed it!!! I had to turn the rise to wake off.
