This looks like it wasn't necessary to use it for quite a while.
It hasn't actually been used since it was built over 20 years ago. If we ever get a torrential downpour, it will help stop flooding of the neighbourhood. Back in the 1970's this entire area was flooded several metres deep. People were canoeing down the streets.
Here is a photo of a 1971 flood in Regina. The area is very near the location of the water retention pond.
Due to the extreme dry weather in Regina, the ground is cracking and the grass has gone dormant.
