I have a new iPhone6, looked all over to fond where to turn on NFC and can't find it. Can anyone help, please?

As far as I know NFC is restricted to Apple Pay only. Although I can't search for it on my iPhone, because the feature isn't available in my country, I've read that it can't be disabled/enabled.

I believe it turns on automatically only when needed, when paying with Apple Pay.

Unless he means thei beacon functioning which he can control with his settings in Notifications and Location Settings.

The iBeacon function uses Bluetooth low energy, not NFC.

Yep, but the OP may not realize it and I am trying to look in another direction.
