I want to buy my buddies iPhone 6 but he can’t remember his Apple ID password to log out what are my options if any

The phone is already deactivated so he wasn’t able to retrieve the password by email is it because his phone is not activated anymore?

Your friend needs his password and Apple ID to log out of the phone. I very much doubt the phone is deactivated. He cannot just retrieve his password by email. Take care.

It sounds like your friend's iPhone 6 is iCloud locked. Unless he can remember his Apple ID and password and turns off Find my iPhone, the iPhone can't be used by anyone else.
