Help with a stolen iphone

hi guys. sorry, im newbie here and i dont know how to post new threads to ask you guys so i just came here. my concern was this, someone stole my iphone and it really annoyed me. may i ask if you know if i can still work on my iclouds.com to use my "find my iphone" even though its location is "off" and i dont remember if my "find my iphone" was also "off" or "on"? im wondering if i can still put password restriction using iclouds.com so that the thief cant access my phone?

Unfortunately if Find my iPhone as well as Location Services is turned off, you can't triangulate your iPhone. You need to turn on these features physically. There's no way of remotely accessing your phone to turn them on. You can alert local authorities and see if the device can be triangulated assuming the thief left the device on. Flag your phone to your carrier, and if there isn't any progress within A few days to a week, call up your carrier and tell the to blacklist the phone
