Is there a way for me to be able to sync my gmail contacts on my iPhone 4s? Not just copy one time but be able to keep it in sync with updates with my gmail contacts. Thanks.

Absolutely... use the Contacts tab in iTunes (your 4S will need to be connected and selected in the left column) w/ your Gmail account. Then, every time your physically or Wifi sync your iPhone... it'll sync w/ your Gmail contacts.

Any way to be able to do this kind of sync whenever I connect to wifi?

I prefer this method - Set up Google Sync with your iOS device - Gmail Help

This will make the iPhone work exactly like Android and do real time edits and updates of contacts regardless of the source. I use this feature on my iPhone, iPad, PC and Droid X with no issues. No matter which device edits the contact all of them get the update. Usually in less than 15 seconds.
 
I have it set up through my phone already. Just curious about the app :)
