It might be possible that your camera application got crashed.
There are number of apps for the purpose available over iTunes, try "Instegram". That is one of the best camera app over the store.

May be you will find the solution for your issue.

Updating to iOS 6 will be the same process... you'll need to update/restore as a New Device. The choice is yours... restoring from the Backup, however, will only allow the problem to persist.
