"Windows" contacts versus "Oulook" contacts?

Howdy. I am using "Windows" contacts for all my iOS devices rather than "Outlook" contacts. If I add contacts to my iCloud, how do I specify which contacts to sync to my iCloud? Thanks.

I'm not so sure it can be done. iCloud only shows "Contacts with Outlook" and gives no other choice option.
