Why can I not download all apps?

An anybody please explain why a vast majority of apps a not available to be downloaded in all countries. One of the apps is the iNote. When trying to download, it states cannot for your country or app not found?

Country limitations. You need to create a US iTunes account and use either a us credit card or us iTunes gift card.

Actually some application needs to contact back their servers once you download them and start using them and since it wont be possible from your country so thats why they prefer to give you the warning from start. you can however try downloading to your computer and then later send it to iphone, may be this works for you.
