I want to transfer pictures from my iPhone 4 to Windows computer via an USB cable.

Which OS - Vista, 7 or 8?

Usually you connect your device to the computer, using the cable that came with your iPhone. If iTunes opens, ignore it.

In Windows 8, open the Photos app and import the image(s).

In Windows Vista and 7, click the Start button, then select "Computer" and look for your iPhone, click it as well. Choose "Import pictures and videos", then select "Import".

If you want to transfer pictures from iPhone 4 to windows computer, you can use Windows Explorer or Autoplays to help you. There are two ordinary way to transfer pictures from iPhone to PC.:D:D
iPhone 4 to windows computer works exactly as J.A. described. Plug your phone bro your computer, click on (My)Computer, click n the iPhone icon, right click, and it will import your photos from your phone to your computer.
 
Tyrohawk wanted to use and USB cable to transfer the images, that's why we didn't mention online storage. There are also Box, Dropbox, Google Drive, OneDrive, Flickr ...
