As it stands it seems apple has no intention to release Siri to older devices. The only Siri that works on a jailbroken device uses a server in china. I wouldn't recommend that though as you do not know who has access to your data. There are some alternatives available in the app store. What features of Siri will you want most.

Apple has not announced support for Siri on older devices, but that does not mean they won't support it in the future.

Running a pirated version under a jailbreak is stealing however. You have to read your own moral compass to decide if that's something you want to do.
