Restore from backup After Setup

Is there a possible way to do it? Cause my whole backup is inside iCloud. And I can't do Restore the reason is because I have a lot of apps and it taking several hours to restoring all apps
I've googled it and I've not looked for results which can help me

Just setup as new of you don't want to wait.

OR

In iPhone, go to:

Settings> iCloud> Storage&Backup> Manage Storage> tap on your latest backup. > under "Backup Options"

Just toggle off all of your apps.

״Just toggle off all of your apps." and how would it help me? You know the option in the iTunes "restore from backup"? I want do exactly like that ..

I think there is not a option ..
