Phone will not ring when called

Hello --- I have the settings chosen correctly --- everything on green to vibrate on ring, etc. It will play the tones when you are in the mode where you would choose a new tone, but it will not ring when someone actually calls my number.

Any simplistically worded help would be most appreciated. My skill level at this sort of thing is very low.
