I have an iPhone 6s.
I have the latest version of iTunes installed on my PC. Installed a few minutes ago.

In the past I've had no trouble uploading photos from my PC to the iPhone using iTunes.
On my PC I have a folder. Withing that folder I have sub folders.
In the sub folders I places photos.

I haven't done this is a few months.
When I start iTunes I get a message informing me that the communications program to iPods is not installed properly and I select for it to fix it. I get this message each time I start iTunes. I go this message even before I update to the latest version of iTunes.

I used to see the Device Icon in the top left of the iTunes screen.

Now I don't see the icon.

Should I uninstall iTunes and reinstall it?

I just thought of something else.

When I plug my iPhone into the USB port (of course using my iphone cable) Windows Explorer opens and there's an entry beneath This PC of Apple iPhone.

So my PC is recognizing the iPhone but iTunes isn't.
