Have you by any chance activated Do Not Disturb?

In Settings - Phone, go to Silence Unknown Callers. Make sure it‘s disabled.

Make sure you do not have any other security feature feature from you cell provider-for instance my cell provider has a free app that can be set up to not allow callers who I do not have in contacts. This is in addition to the iphone setting. I know both Verizon and AT&T provide these, am sure others do too.
