This just happened a few minutes ago. Normally, I just input my fingerprint or type in my lock code and the notification screen goes away, but not this time. It's still there. And I can't shut off the phone because the notification screen is in the way. It's halfway up and has been there for minutes now. How do I fix this?

Try a hard reset, Hold down the Home button and on/off button together until the apple appears then let go, the phone will reboot.

The OP could not reboot the phone, as he said, it was stuck on the notification screen.
