With the huge changes in iOS 7, many people with registered UDIDs or developer accounts decided to update to the beta version of the firmware. However, doing so meant that Jailbreak users lost their Jailbreak in the process. Updating to iOS 7 means that user would only be able to downgrade back to iOS 6.1.3 or iOS 6.1.4, which there is currently no Jailbreak available for.

Developer winocm announced some great news today, posting screenshots of Cydia running on a iOS 6.1.4 iPhone 5, AT&T and Verizon models. Previously, the developer managed to get Cydia working on a iOS 6.1.3 iPhone 4S successfully, since 6.1.3 and 6.1.4 are fairly similar, it's no surprise that the Jailbreak was able to run on both firmwares. No word on a release date for unfortunate users that have lost Jailbreak, but we'll be sure to keep you posted.

Essentially, the "jailbreak" is out, at least the barebones of it is. As @winocm has stated, this is a DIY jailbreak, meaning up until the kernel, he's provided. From the kernel and on, you're on your own. This means that only experienced hackers will have access to this 6.1.3/6.1.4 jailbreak. @winocm and @ih8Sn0w will not be providing nor do they plan on creating a tool that would implement this. Unless another hacker is willing to create the tool, essentially the jailbreak is for limited users
