I'm gonna have to agree that the A4 processor is powerful enough to support Siri and 3D maps.
There's been 3D maps in the AppStore for a good while now, and Spire proved that Siri runs fine on the A4 processor.

The reason they were left out of the equation, was to sell more 4S's and iPhone 5's. Although, Apple isn't the only company in the world that does this.
