ios6 problem on iPhone4 "reply with message"

I have an iPhone 4 and after updating to ios6 I have a problem with the "reply with message" feature.
If I try to swipe upwards on receiving a call nothing happens. So then I clicked on the small phone icon at bottom right, which flashed up a small window from the bottom saying "reply with message". Trouble is it flashes off immediatly,before I can click on it. I once just managed to click on it, and then the menu to reply with a message came up. It looks as though it is set to work on the new iPhone 5 larger screen. How can I work around this ?

I dicovered on another web site that you have to press and then drag the small phone icon upwards. Then you can reply with a message !
