Looks like a network unlocking tool. However, I'm not seeing anything that associates it w/ the iPhone.

There aren't any user friendly ways to unlock the passcode of a device. If there were, we won't discuss it in our forums as they can be used for malicious intents, regardless of what the cover story is if any. Your bet is to see if Apple will do anything about it. If not, then your only option is to DFU restore the device so that it's usable again
