Depending on where you're located you may not have FaceTime do to legality issues. What country are you located?

This is what you should see.

If you already know that FaceTime should be available in Tunisia, it might be worth a visit to your Apple Store or telephone provider to see what the problem might be.

If this info was useful, or you find out what is wrong, could you please let us know so that we know in future what advice to give to members in the same position?

Just thought I'd check this out some more. This is from Apple's Tunisia website. As you can see, FaceTime should be available.

Apple (Tunisie)- iPhone 4S - Voici l

The app is located in Tunisia Store (with Iphonebasic apps). But in my Iphone I find this screen in Settings :

Looks like there is a problem here that will take a visit to your Apple Store, or your telephone provider, to sort out.

The app should be there, and clearly it is not. It cannot be downloaded, since it is a native app.

Sorry I couldn't help.

Facetime will not show here if it is disabled in restrictions

Dumb of me! That should have been my first suggestion. Hopefully you've cracked it.
