How do I install custom roms/themes?

I'm trying to put a custom theme on my phone. Where would I get this?

You put them into var/stash/theme. You can download them online, put them in that directory and implement using Winterboard. ThemeIt has premium themes as well

Do I add them via click and drag to folder?
