how come apps in itunes are not in the idevice?

Hello,

I have many apps which are inside itunes and after I synchronize: I cant find some apps in the iphone and I cant find others in the ipad how come?

how can I explicitly select the missing apps in the idevice synchronize and then find it in the idevice?

please explain me and thanks for your help
