have you tried a hard reset on your phone,this will clear any glitches,always worth a try.

I have tried before jailbroke, but it doesn't work. Would it be the mobile telecom carrier's issue? My Provider is china telecom.

it would certainly be worth checking with your carrier to see if they can help.
