I think figured out what the issue is and it looks to be a glitch with the DND feature/OS
For example I had my wife saved as a favorite but multiple occurances (cell 1, cell 2 and home) this is where the issue is (for me at least).
When there is a favorite with multiple favorite entries DND does not work. I had to REMOVE ALL of her favorite entires and then create a new favorite with the one I wanted to use with the DND feature. Then and only then does DND work.
