Not if your running stock iOS, but there might be a Cydia tweak that'd have the functionality your describing.

ok is there an app i can possibly download?
iSmartDialer is what your looking for.
Here's a link that describes this $3.99 tweak. It has a lot more functionality than what's listed.

You will have to be jailbroken to use this app.

his phone isn't jailbroken.
If he's running 6.1.3, he can't jailbreak his device. If he is on 6.1.2, 6.1.1, 6.1, etc... He can simply jailbreak his device using the evasi0n tool and buy this app.
Stock iOS simply doesn't have this function.

Then he'll have to wait until iOS 7 is released and jailbroken.
