Deleting photos off my phone also deletes them off the iCloud

A friend just deleted her photos off her iPhone to save space and it deleted the photos off her iCloud too. Very important photos. Why in the EDITED? Thanks goodness I don’t take that many photos and I have a 256 gigs of memory

iCloud doesn’t store the images, it syncs them between devices connected to it. What you do on one device, happens on all the other ones as well.
