Can't delete downloaded apps

Help! I can no longer delete downloaded apps. Touching an icon gets them all to jiggle but no 'X' appears in the corners of downloaded apps. What can I do please?

Later: Doh! Brain dead this morning - my alteration to settings to prevent a thief deleting my FoneHome app. Sorry!
