Can't add or delete Contacts

Just got my iPhone 6 on Match 1st and today for some unknown reason I find I cannot add or delete contacts. All the available groups are ticked to display, but when I try to create a new contact, initially it seems to add it, but then my contacts start scrolling back and forth and the new contact disappears.

Similarly, any contact I try to delete disappears momentarily, then reappears in the contact list, again my contacts scroll back and forth in an erratic fashion. Never had this before, any help appreciated.

Make sure Contacts is enabled in Settings - iCloud.

Here are a few more things to try:
Restart your iPhone. Turn it off and on again.

Reset it. This won't remove data or change settings. To reset, press and hold Home and Power button simultaneously until the Apple logo appears. Let go of both, the iPhone will power up on it's own.
