Bypass iOS 7 SIM Required Screen

I got my iPhone 4S off eBay, brand-new. (The other iPhone 4S, I sold the whole thing + the logic board.) It didn't come with a SIM. So being me, I erased all content and settings, but when I go through the setup, it says that I need a SIM card, SIM required, please insert a SIM card. My SIM card for AT&T comes in the mail in about 2 weeks. Until then, I want to use my iPhone as an iPod. There is no iCloud lock on this iPhone. Is there any way to bypass this?

I don't think so. Do you have access to any SIM card, it doesn't have to be activated, it just has to be in the SIM card slot. It can be removed after activation. If your phone is locked to a carrier, the SIM card has to be from that carrier. If the phone is unlocked, any SIM card will work. If I hacktivate it and put a Verizon Micro SIM in there, will it bypass the screen?

There aren't any public methods to hacktivate on iOS 7, or anything above an iPhone 3GS for the matter really. If you can get your hands on an R-SIM/Gevey, they come with an activation SIM that you can slip in to "bypass" it, but the reason it's not a conventional method is because you must have an R-SIM in order to use the activation SIM, even if it's just to "bypass" the SIM procedure. See if you can borrow someone else's SIM card for a brief moment.
 
I went to the AT&T store, and they were kind enough to give me an old micro SIM card. It all works fine. Solved.
